Hello you fine people!

Just wondering, to obtain the Fishing Badge - does it need to be fished at a public room? Or do they spawn during private fishing at fish holes too? 

I've spent hours and hours and hourssssssssssssssss even AFK fishing and still no sign of one :'( wondering if I'm in the wrong place.
